 No
longer just the domain of mallrats and 80's
prom queens, colored eye pencils are becoming
the hottest new way to highlight eyes. "Bright
eyeliners accent the eyes by giving them a fresh
pop of color," says celebrity makeup artist
and LORAC creator Carol Shaw. And when it comes
to application, rules need not apply. "Colored
pencils can be worn on the top or bottom lid,
on the inside rim (for a sultrier look) or on
the outside (for a more defined effect)," says
Shaw. For day, Shaw advises on a thin, smudged
line along the lash lines and at night, when
you can get away with more drama, she likes
thicker, more intense lines.
